Dutch authorities have photographs of four Russian military intelligence (GRU) operatives arriving at the Amsterdam airport last April, escorted by a member of the Russian embassy. They have copies of the men’s passports — two of them with serial numbers one digit apart. Because they caught them, red-handed, inside a car parked beside the Organization for the Prohibition of Chemical Weapons in The Hague — the GRU team was trying to hack into the OPCW WiFi system — Dutch authorities also confiscated multiple phones, antennae and laptop computers.
On Thursday, the Dutch defense minister presented this plethora of documents, scans, photographs and screenshots on large slides at a lengthy news conference. Within seconds, the images spread around the world. Within hours, Bellingcat, the independent research group that pioneered the new science of open source investigation, had checked the men’s names against several open Russian databases. Among other things, it emerged that, in 2011, one of them was listed as the owner of a Lada (model number VAZ 21093) registered at 20 Komsomolsky Prospekt, the address of the GRU. While they were at it, Bellingcat also unearthed an additional 305 people — names, birthdates, passport numbers — who had registered cars to that very same address. It may be the largest security breach the GRU has ever experienced.
That's a great way to fight back: exposure. This is an example of the integrity and ingenuity which almost led to the Dutch controlling the world instead of the British way back when.
Temperatures in southern Portugal and Spain have reached 45°C as dust from the Sahara turns skies orange:
In the latest phase of a summer of extreme weather that has brought blistering heat to Britain, drought to the Netherlands and deadly wildfires to Greece, the heatwave affecting parts of southern Europe has reached a new intensity this weekend. According to IPMA, the Portuguese weather agency, about a third of the country’s meteorological stations broke temperature records on Saturday. The highest was 46.4°C in Alvega, 120km from Lisbon.
In the southern Algarve, more than 700 firefighters battled a forest fire that had spread across 1,000 hectares near the town of Monchique; in the capital, Lisbon, the usually busy terrace cafes of the Chiado district were quiet as people stayed indoors. And in Amareleja, a sleepy town as famous for its hot summers as for its full-bodied red wines, the large outdoor thermometer at the Farmácia Portugal read 44.5°C just after midday. Petrol station attendant Joaquim, however, was not fazed: the past couple of days had been abnormal, he said, but locals were “used to the heat and know how to adapt”.
The high temperatures in Portugal and Spain are caused by a plume of warm air from the Sahara, which yesterday turned the sky an eerie orange in places, including above Amareleja.

Amsterdam is building a new subway line directly beneath the Amstel River, so they drained it, as one does. Then they let a team of archaeologists go wild:
The excavations in the Amstel yielded a deluge of finds, some 700,000 in all: a vast array of objects, some broken, some whole, all jumbled together. Damrak and Rokin proved to be extremely rich sites on account of the waste that had been dumped in the river for centuries and the objects accidentally lost in the water. The enormous quantity, great variety and everyday nature of these material remains make them rare sources of urban history. The richly assorted collection covers a vast stretch of time, from long before the emergence of the city right up to the present day. The objects paint a multi-facetted picture of daily life in the city of Amsterdam.

Elon Musk's Boring Co. has gotten approval to start work on a high-speed underground connection between O'Hare and downtown Chicago:
The promised project: A closed-loop pair of tunnels from Block 37 in the central Loop to the airport that would whisk passengers to their flights in 12 minutes, using autonomous pod-like vehicles, or electric skates, that would depart as frequently as every 30 seconds and carry up to 16 passengers and their luggage.
If all goes as it should, [Deputy Mayor Robert] Rivkin said, construction work could begin next year with actual service in operation around 2022.
The Chicago project generally would use already existing "electric skate" technology, though it would link them together in a form and length that is unique to this country. The direct connection via a dedicated tunnel would allow those vehicles to accelerate to over 100 miles per hour, according to the city and Boring, slashing the time on the 27 km O'Hare run. And the project would-use the long mothballed CTA "superstation" under Block 37 as a terminal, with the end point located near the CTA's Blue Line terminus close to O'Hare terminals but outside of the airport's security perimeter.
I really, really hope the project succeeds. It will be nice to get from O'Hare to downtown that quickly, though I doubt the $25 fare will last long. For comparison to other under-20-minute express trains, the Heathrow Express costs $29 while the Schiphol Fyra (to Amsterdam) only costs $6.25. If you want to take an hour, the El costs $5 and the Tube $4.10 (off-peak).
The European Union will let every 18-year-old citizen travel its railways for free this summer:
This summer, the European Commission is offering 18-year-old European residents a free Interrail ticket—a rail pass that permits travel across 30 European countries for a month. What’s more, they’re not just offering it to one or two teenagers. With a budget of €12 million for this year, the commission plans to fund trips for 20,000 to 30,000 young people, with the possibility of more passes in the years to come. Exact details of how to apply and who will be get an Interrail pass, worth up to €510 ($628), will be released in the next few months. But one thing is already clear: A large town’s worth of European 18-year-olds will be able to travel from Lapland to Gibraltar by train this summer, and the price they will pay is precisely nothing.
Visiting any major European station 25 years ago, you would have found the summer platforms packed with young people using Interrail passes, heading off to pretty much wherever they fancied on a whim. Its price—a then-steep £27.50 ($38) when first launched in 1972—meant that the experience was largely confined to young people who had middle- or upper-income parents, or who had jobs to help them save up. In an era when flights were still an exorbitant luxury and part-time jobs for teenagers more readily available, it was still a great deal. Night trains made it possible to cut accommodation costs, and the sheer range of countries included—all of Western Europe and even much of the Eastern bloc before 1989—was dizzying.
I got a 15-day pass in 1992 for about $300, or about $500 today. I wish I could do that again. Oh to be 18 and European...

I grew up in Chicago, so I have some recollection of how things were before Harold Washington's mayoral administration. Particularly under the first Mayor Daley, large sections of the city lived under authoritarian rule. It wasn't pretty.
New Republic's Graham Vyse explains what this might look like nationally. It won't be The Hunger Games—and that's part of the problem:
Tom Pepinsky, a government professor at Cornell University, recently argued that Americans conceive of authoritarianism in a “fantastical and cartoonish” way, and that popular media—especially film—is to blame.
“This vision of authoritarian rule,” he wrote, “has jackbooted thugs, all-powerful elites acting with impunity, poverty and desperate hardship for everyone else, strict controls on political expression and mobilization, and a dictator who spends his time ordering the murder or disappearance of his opponents using an effective and wholly compliant security apparatus.”
“If you think of authoritarianism as only being The Hunger Games and Star Wars, you’re likely to focus on the wrong types of threats to democracy,” he said in an interview. “You’re out there looking for something unlikely to happen and you’re missing the things much more likely to happen.” Such as legal gerrymandering, he said. “One way to not lose elections that’s very common and essential to Malaysia is the construction of so many safe legislative seats that the party doesn’t need to get most of the voters to get most of the seats.”
In other words, it's already happening in places where Republican governments rule with minority popular votes, such as in North Carolina and (starting Friday) at the Federal level.

British Home Secretary Theresa May became the last person standing in the Conservative party this morning when her only remaining challenger dropped out. So instead of waiting for the party conference in September to formally step down, PM David Cameron is buggering off this week:
May had been competing with Andrea Leadsom to replace David Cameron as party leader after he announced he would quit after losing last month's Brexit referendum.
However, Leadsom announced Monday she was dropping out, leaving May unopposed and forcing the Conservatives to abandon their plans for a ballot of members.
Cameron said he would offer his resignation to Queen Elizabeth II Wednesday — a necessary formal step when changing leaders — meaning May would become leader the same day.
May will be the country's second female PM and the first since Margaret Thatcher stood down in 1990.
There is, however, a wrinkle:
[H]er premiership will be dominated by one subject, and one alone: Brexit. The new prime minister has said she will not rush to invoke Article 50, beginning formal exit talks, and in her public pronouncements has emphasised the importance of retaining single-market access to a greater degree than some of her more die-hard Eurosceptic colleagues, some of whom question whether she will drive a hard enough bargain with the 26 other EU states.
Given the coming storms—from the renegotiation to the economic fallout from Britain’s decision on June 23rd—Mrs May will surely be tempted to call an early election. She has previously ruled this out. But those around her obsess about avoiding the mistakes of Gordon Brown, another introverted master of detail who inherited the premiership rather than winning it at the polls. Mr Brown contemplated a vote in 2007 when he took over from Tony Blair, chickened out and lived to regret it. So as the home secretary prepares her move to that storied, terraced house in SW1 and contemplates a Labour Party tearing itself apart, the thought must cross her mind: time to go to the country and secure a five-year lease?

It's 6:30 am in the UK, and the results are mostly in. The United Kingdom has apparently voted to secede from the European Union. That makes David Cameron about the unluckiest person ever to head Her Majesty's Government.
Cameron pushed the "Brexit" vote on the understanding that it wouldn't pass. How'd that work out?
In literary terms, the apotheosis of Nigel Farage is the dramatic climax in the story of the United Kingdom. David Cameron mooting the referendum was the technical climax. The denouement? England winds up a has-been little country surrounded by the European Union states of Scotland, Wales, and a united Ireland.
Prediction: By 2020, an independent Scotland and an independent Wales will join the EU, while a very confused Northern Ireland struggles to decide whether to join the Republic or Scotland. (My bet's on Scotland.) Meanwhile, Nigel Farange, having succeeded in his lifelong ambition to destroy the UK, finds himself having to explain to his geriatric, ineducable supporters why England can't make it on its own, and why no one wants to build in London anymore.
Congratulations, you lot who voted "Leave." You're about to find out why it's better for the head to rule the heart in matters of economics.
