Construction complication in Dunning

No, not the Dunning of Kruger fame; Dunning, the community area on the far northwest side of Chicago.

Workers building a new school in the neighborhood discovered that not only was it the former site of a poor house, but also that 38,000 people may be buried there:

“There can be and there have been bodies found all over the place,” said Barry Fleig, a genealogist and cemetery researcher who began investigating the site in 1989. “It’s a spooky, scary place.”

Workers have until April 27 to excavate and clear the site, remediate the soil and relocate an existing sewer line. The school is scheduled to open in time for the 2019-20 academic year, though a spokesperson for Chicago Public Schools would not say what type of school it will be.

Fleig said he’s “nearly certain” there are no intact caskets buried underneath the proposed school grounds — bodies were primarily buried in two formal cemeteries, though scattered human remains have been discovered during previous construction projects near the campus.

In 1854, the county opened a poorhouse and farm and gradually added an insane asylum, infirmary and tuberculosis hospital to the property. At its peak, a thousand people were buried on the grounds each year.

The state took over in 1912 and changed the official name to Chicago State Hospital. Buildings were shuttered in 1970 and operations moved west of Oak Park Avenue to what is now Chicago-Read Mental Health Center. 

In 1854, the site would have been a few hours' ride from the city. So I'm glad to see that the American tradition of dumping the poor in places where they can't possible thrive was as strong then as now. I'm a little shocked that a pauper's cemetery acquired so many corpses in sixty years, though.

The Caribbean recovers

Climate change, in part, destroyed two of my favorite places in the world last year, but they're recovering slowly. Yesterday, the New York Times reported on the progress of both. First, Sint Maarten:

Passengers arriving at Princess Juliana International Airport, on the Dutch side of the island earlier this month, were directed onto the tarmac, past the battered terminal to a white wedding-style tent for immigration. Outside the parking lot, the Pink Iguana, a tugboat turned dockside bar, remained capsized in the water. Down the road, Maho Village (http://www.mahovillage.com/) was practically a ghost town. Of the roughly 40 bars, shops, restaurants and clubs along its entertainment strip, only a pharmacy, grocery store, real estate office and a few restaurants had reopened. All four of its seaside resorts — Sonesta Maho Beach Resort, Casino & Spa, Sonesta Ocean Point Resort, the Royal Islander Club La Plage and Royal Islander Club La Terrasse — are undergoing major reconstruction. None are scheduled to open before summer or fall.

Yet with another hurricane season fast approaching, much of the tourist zone is not only rebuilding, but undergoing a multimillion-dollar face-lift. The Maho Group alone is putting more than $50 million into a revamp of the Sonesta Resorts, including overhauling the Sonesta Maho Beach Resort, and incorporating a new contemporary design. Sonesta’s Casino Royale, the largest on the island, with more than 21,000 square feet of gaming, plans to reopen this summer with two new bistro-style al fresco restaurants and a rooftop bar and lounge. Shiny new rental cars awaits visitors at the Alamo rental office. The Rainbow Café (http://rainbowcafe.fr/en/home/) in Grand Case has a new whitewashed deck, a reconfigured layout, and chic red-and-white furnishings. “Everything is destroyed, so I tried to do something better,” the owner, Gobert Douglas, said with a French accent. Pointing out that he could have spent less on the renovation, he said, “I prefer to do this, change the floor, all the seating, all the style of the restaurant to make it new.”

I'm glad to see it. When I last visited the island, I spent some time outside the tourist regions and interacting with the people who lived there. It's not an easy life at the best of times. With tourism almost destroyed and their own infrastructure barely usable, it's no wonder both countries on the island have come together to restore what they could. I hope to visit again within the next year.

Vieques, which is part of the United States, also suffered tremendously in the last hurricane season. They've started putting the pieces back together as well:

Locals in frayed T-shirts and dreadlocks rubbed shoulders with people who’d arrived on dinghies from sailboats bobbing in deeper water, and a few other visitors from colder climates. The first one I met, Stephen, from Atlanta, had been a regular visitor since 2000.

“I’ve always thought of Vieques as ‘my’ island,” said Stephen, who was making his second visit since the storms. He’d discovered it when he was living in Boston and spotted a cheap flight to San Juan. “My copy of ‘Let’s Go’ suggested Vieques as a pretty good day trip. So I left my rental car on the ferry dock in Fajardo, figuring I’d be back that night. I ended up staying the whole week.”

Others lured by Vieques’s beauty, lack of pretension and low cost of living, have lived here for decades: In my short stay I ran into a museum director, an academic, artists, a retired nurse and a couple from Colorado, Norm and Deb, who had retired early and moved to the island sight unseen to live, as they put it, “on purpose.” Stephen was staying at El Blok, a Brutalist-style cement hotel at one end of the Malecón. When it opened in 2014 it was hailed as hip, chic and a little fancy, with a menu created by a famous chef — something of an anomaly on Vieques. Now the building has a plywood facade painted with the slogan “Vieques Se Levanta” — Vieques Will Rise. Workers head to the bar after sunset, and the vibe is friendly and a little raucous.

That the rest of the U.S. has made it so difficult for Vieques to rebuild is, I think, criminal. Especially if you put "America First," though those are exactly the people who have prevented restoration funding from flowing to the island.

Politically-motivated Spam from an island nation's PR department?

Over the past few weeks I've gotten several emails from someone purporting to be "Jess Miller" in New Zealand, mentioning she'd noticed a post I did on the Maldives in 2012. That post reported on the violent coup d'état that overthrew the democratically elected government of the island nation just southwest of the Indian subcontinent. And just a few weeks ago, the military dissolved Parliament and threw the country into more unrest. The U.S. State Department has issued a level-2 caution. Understandably, tourism has declined somewhat, which is a pity because it's unlikely the country will exist after another 50 years of climate-change-induced sea-level rise.

Anyway, "Jess" sent me an email about my "wonderful blog post" and called out "a solid blog post [she'd] read in the past," which turned out to be the U.K. Foreign Office travel warning about the place.

Then there's the punchline: "Jess" wants to cross-post with her "best things to do in the Maldives" article on her own site.

I think the best thing to do in the Maldives right now is not to go there.

So, "Jess," your article is very attractive and I think a wonderful list of things to do once the government of the Maldives returns to civilian control, their economy stops its free-fall, tourists stop getting robbed in their hotel rooms, and climate change goes into reverse so they stop suffering the existential peril that is driving all these problems.

Any takers on a bet that "Jess" has funding from a Maldives tourist agency?

Warming Arctic, chilling Northeast

Writing in the New York Times, University of Washington professor Cecilia Bitz sounds a four-klaxon alarm about the rapidly-warming Arctic:

In late February, a large portion of the Arctic Ocean near the North Pole experienced an alarming string of extremely warm winter days, with the surface temperature exceeding 25 degrees Fahrenheit above normal.

These conditions capped nearly three months of unusually warm weather in a region that has seen temperatures rising over the past century as greenhouse gas concentrations (mostly carbon dioxide and methane) have increased in the atmosphere. At the same time, the extent of frozen seawater floating in the Arctic Ocean reached new lows in January and February in 40 years of satellite monitoring.

In recent years, the air at the Arctic Ocean surface during winter has warmed by over 5 degrees Fahrenheit above normal. So was this recent spate of warm weather linked to longer-term climate change, or was it, well, just the weather?

What we can say is this: Weather patterns that generate extreme warm Arctic days are now occurring in combination with a warming climate, which makes extremes more likely and more severe. What’s more, these extreme temperatures have had a profound influence on sea ice, which has become thinner and smaller in extent, enabling ships to venture more often and deeper into the Arctic.

This coincides with an article in the Washington Post describing new research that the unusually cold and snowy winter just ended in the Northeast U.S. and in Europe is a direct consequence of warmer Arctic weather:

The study, titled “Warm Arctic episodes linked with increased frequency of extreme winter weather in the United States,” shows that severe winter weather, late in the season, has increased over the eastern United States since 1990 as the Arctic has dramatically warmed, faster than any other part of the world.

When the Arctic is warm, the study finds, cold weather and heavy snowfalls in the eastern United States are two to four times more likely than when it is cold.

“This paper argues that the weather was cold not in spite of climate change but likely because of climate change,” said Judah Cohen, lead author of the study.

As Arctic temperatures have warmed in recent decades, late winter weather severity has increased in the East while decreasing in the West, the study found.

Because the increase in winter weather severity in the East has been most pronounced in February and March, when the biggest winter storms tend to form, major East Coast cities have seen an uptick in the frequency of crippling snowstorms. “We found a statistically significant increase in the return rate of heavier snowfall in Boston, New York  and Washington,” Cohen said.

Scientists haven't found the exact causes of the relationship, but evidence for the correlation got a lot more significant this year. But the prediction that anthropogenic climate change would lead to a feedback loop and rapidly-warming Arctic, in combination with extreme weather events elsewhere at the same time, has been around for decades. We're now seeing the predictions come true.

In other words, we're going to experience harsh winters in places that haven't had them for a few years, before the ocean becomes so warm that weather patterns shift again, probably suddenly (i.e., within a couple of decades). We don't know what the next pattern will look like. But we can predict it will be more extreme, and that beachfront property in the mid-Atlantic looks like a bad investment.

Historical population data, visualized

Citylab's Map of the Day today comes from Northeastern University history professor Benjamin Schmidt. It visualizes population data from three data sets, one of which came from a single Wikipedia editor:

This is a narrative description of the city populations dataset I’ve assembled for the Creating Data project. The headline here is: Wikipedia editors have created a much more comprehensive database of American city and town populations than historians have had to this point.

I’m writing it up separately and releasing it before any other components of the project for two reasons. First, the data is useful: there are a wide variety of fields where a more comprehensive, long-term database of city sizes is useful, and I’ve already spoken to a few people for whom it might be useful. (If you wish to download the data, you can do it from the github site for this dataset.)

Second, I wanted to use it to try a beta launch for some of the narrative display elements of this project. I’m trying something here that’s a central part of the full project: finding ways to explore through historical data that allow both narrative and exploratory data analysis.

It's one of the most interesting geographic data visualizations I've seen in a while. You don't have to be a geography nerd to enjoy it.

Long weekend; just catching up

Saturday and Sunday, the Apollo Chorus sang Verdi's "Requiem" three times in its entirety (one dress rehearsal, two performances), not including going back over specific passages before Sunday's performance to clean up some bits. So I'm a little tired.

Florida votes to secede from the Eastern time zone

Florida's legislature has voted overwhelmingly to change the state's clocks:

The Florida Senate passed the Sunshine Protection Act on Tuesday, three weeks after the state’s House of Representatives, and sent it to Gov. Rick Scott for his signature or veto. (Asked on Wednesday whether Mr. Scott would sign it, and why or why not, his press secretary, Lauren Schenone, said only, “The governor will review the bill.”) The margins of victory in both chambers were overwhelming — 33 to 2 in the Senate and 103 to 11 in the House — and the measure has considerable public support.

The problem? Florida doesn’t have the authority to adopt daylight saving time year-round.

15 USC 260a allows states to adopt year-round standard time, but not year-round daylight saving time. The Department of Transportation is in charge of what states go in what time zones.

In any event, what the bill's sponsors really want, but didn't know how to ask for, is to move Florida from the Eastern time zone (UTC-5 standard and -4 DST) to the Atlantic time zone (UTC-4 standard), and then exempt the state from DST. The intent is simply to put Florida on UTC-4 year-round.

What would that look like, though? From mid-March to early-November, it would look exactly the same, since they're on UTC-4 when on Eastern Daylight Time. Sunrises in would occur between 7:30am mid-March and 6:30am mid-June, sunsets between 7:30pm mid-March and 8:15pm mid-June.

In the winter, mornings would be pretty dark, but there'd be a lot of evening light. The sun would rise just after 8am on December 21st, but set around 6:30pm. In Jacksonville, way up north, the sun would rise about 20 minutes later. But farther west, in Pensacola, the sun wouldn't come up until 8:45am on December 21st, potentially obviating any benefit of the sun setting close to 7pm.

Note that Pensacola, at 87°11' W, is almost due south of Chicago. Miami (80°17' W) is nearly due south of Pittsburgh. But Florida's latitude reduces the differences between summer and winter daylight hours, compared with what we experience farther north.

Should Florida move to UTC-4? It might not be a bad move, if having daylight extend later in the evening makes up for the later sunrises. It would not, however, actually change the astronomical reality of how many hours of daylight they get.

We'll see if the Department of Transportation or the U.S. Congress gives them the authority to hop.

Youth is wasted on the young, EU railways edition

The European Union will let every 18-year-old citizen travel its railways for free this summer:

This summer, the European Commission is offering 18-year-old European residents a free Interrail ticket—a rail pass that permits travel across 30 European countries for a month. What’s more, they’re not just offering it to one or two teenagers. With a budget of €12 million for this year, the commission plans to fund trips for 20,000 to 30,000 young people, with the possibility of more passes in the years to come. Exact details of how to apply and who will be get an Interrail pass, worth up to €510 ($628), will be released in the next few months. But one thing is already clear: A large town’s worth of European 18-year-olds will be able to travel from Lapland to Gibraltar by train this summer, and the price they will pay is precisely nothing.

Visiting any major European station 25 years ago, you would have found the summer platforms packed with young people using Interrail passes, heading off to pretty much wherever they fancied on a whim. Its price—a then-steep £27.50 ($38) when first launched in 1972—meant that the experience was largely confined to young people who had middle- or upper-income parents, or who had jobs to help them save up. In an era when flights were still an exorbitant luxury and part-time jobs for teenagers more readily available, it was still a great deal. Night trains made it possible to cut accommodation costs, and the sheer range of countries included—all of Western Europe and even much of the Eastern bloc before 1989—was dizzying.

I got a 15-day pass in 1992 for about $300, or about $500 today. I wish I could do that again. Oh to be 18 and European...

The middle of nowhere

...is Glasgow, Montana:

[R]esearch, published in Nature last month, allows us to pin down a question that has long evaded serious answers: Where is the middle of nowhere?

To know, you’d have to catalogue and calculate the navigation challenges presented by the planet's complex, varied terrain and the dirt tracks, roads, railroads and waterways that crisscross it. You'd then need to string those calculations together, testing every possible path from every point to every other point.

Armed with this data, and hours and hours of computer time, The Washington Post processed every pixel and every populated place in the contiguous United States to find the one that best represents the “middle of nowhere.”

Congratulations, Glasgow, Mont.!

Of all towns with more than 1,000 residents, Glasgow, home to 3,363 people in the rolling prairie of northeastern Montana, is farthest — about 4.5 hours in any direction — from any metropolitan area of more than 75,000 people.

Looking at Google Maps, it seems the nearest airport with a nonstop flight to London (one of my yardsticks) is most likely Calgary, Alb., 622 km away as the crow flies, or 760 km by the shortest land route. (For comparison, Inner Drive Technology World Headquarters is 14 km away from such an airport.)

I'd bet they've got pretty good stargazing there, though.

Too many apartments?

Crain's reported today that rents in Class-A properties in Chicago's Loop area have remained steady despite 4,500 new units hitting the market in 2017:

Demand for downtown apartments has been especially robust as job growth has picked up: Downtown Chicago added 19,448 workers in 2017, a 3.4 percent increase, the biggest annual gain in at least five years, according to Integra. That's one reason a key measure of apartment demand, absorption—the change in the number of occupied units—rose to 3,385 units in 2007, a record.

Still, developers threatened to ruin the fun. Even though absorption soared last year, it couldn't keep up with the a 4,500-unit increase in supply last year. Last fall, with the leasing season ending, many buildings offered generous concessions—two months of free rent over a 12-month lease wasn't uncommon—to attract renters.

Yes, but the Tribune says another 7,000 apartments will be built before the end of 2019:

While only about 3,000 apartment units are expected to be completed this year, developers next year could challenge the record number of downtown apartments — 4,350 units — built in 2017, Integra Realty Resources executives said Tuesday during the firm’s annual apartment and condominium forecast luncheon.

The firm projects that about 4,200 units will be completed in 2019.

The rate of downtown apartment construction is being closely watched amid concerns of an oversupply. Yet even amid the frenzied pace of construction, 2017 also brought a record for absorption: 3,385 units, a 31 percent increase from 2016. Absorption measures the change in the number of leased apartments compared with the previous year.

So what's going on? Shouldn't rents change one way or the other? The Atlantic suggests an answer:

Airbnb’s great contribution was to allow travelers to live as locals do—in the busy downtown residential areas, near the best restaurants, bars, and other local hangouts. Business travelers might prefer the amenities of a hotel. But what Airbnb offered was a superior simulacra of the local experience for leisure travelers—for an affordable price, which happened to support some local dwellers’ income.

But Airbnb's success also encouraged dubious behavior on the part of “commercial” power users—property owners who listed downtown units (especially second residences) all year long, as if they were hotel rooms. Why would would that be a problem? Open apartments occupied for much of the year by Airbnb-using travelers reduce the number of available homes to people who want to move into that building. High demand, plus lower supply, leads to higher prices. Several studies—including research from Harvard, MIT, UCLA, USC, and the University of Massachusetts Boston—have come to the same conclusion: Airbnb altogether drives up the price of rent in many neighborhoods. 

Increasing supply, not completely accounted for by absorption, should be pushing rents lower in downtown areas. But speculators (i.e., people buying apartments to list on AirBnB) are driving the price up.

As both a landlord and a renter, I'm watching this closely.
